The machine and its accessories may be upgraded by replacing DIMM-ROM or using the Service Support Tool (hereafter, SST) installed on a personal computer(PC). Through USB you can not.

Standard IP address of PC for SST is as follows.
                  IP Address: 172.16.1.160
                  Subnet Mask: 255.255.255.0

Turn on the copier by holding down the 2 and 8 keys, and place the copier into download mode. Select Single from the choice of software and then on to format hd. After finishing the format, you can choose the ALL_HDF
selection. It should load all the software for you. Read the little onscreen prompts in the SST for information about what to do, and when to do it.

Euro Scott, It get no clearer than the quote above.
Follow the steps and you should have no problems.
You only used 1&7 when you want to upgrade DCCON & RCON, as you will see, after the firmware is meant then it will be ready to be loaded on to the HDD, reboot and the download shell will install the firmware. Wait till you see, Shut off power switch!. When you reboot one more time, hold down 1&7 for fixed IP mode and go into service =>COPIER > FUNCTION > SYSTEM>DOWNLOAD = Ok! And continue the process as follows by the SST.

Maybe you are doing it correctly, maybe the HDD is no good!
Step by step, describe the procedure that you doing, if you don't mind..

i set the ip on the computer, then plug in the cat five cross over cable to the computer and copier, then i start the sst, then register the software in the sst, then i start the copier in download mode, then i start the download. every time i get an error on the sst. the error comes up in a pink box and says communication error with a bunch of question marks.
