canon ir 2270 displaying finisher has limited functions mc can still be usedbut paper does not seem to fully exit any clues?

You need to turn off limited function mode & reboot the machine, i believe it is under common settings(p5 or6) if you press the additional functions(*) key on the control panel. Chances are that when you turn the function off all will be ok. However it i worth checking the error history in service mode to establish why this happened in the first place
