E531 has to do with the stapler swing motor. This goes back a while but I remember there were a couple common errors on that sorter, I don't remember which fix went with which error code so here they are:
In the parts manual Figure Q40 part #74 will get bent and gets in the way when the stapler moves out to staple the paper. Open the front door and on the stapler assembly near where the bins are there are 2 black clamps that hold the stack of paper (and the stack in the next lower bin) while the stapler staples it. Manually move the stapler forward (toward the bins) and check the clearance between the stapler and these pinchers. If you give the stapler too much clearance though the bin assembly will hit it causing a different error code. I'm pretty sure this is your issue.
Check the bottom of the stapler, that whole thing rides on a bearing that will come out of its track and cause error codes.
This might be for a E532, but in the rear is that bar that runs from top to bottom that comes out and "taps" the paper after every sheet, but in the front of the bin assembly there is a black plastic guide/plate that runs from top to bottom that swings out to position the paper for the staple. In the parts manual Figure Q10 part #80 and #84. What happens is the belt slips a few teeth and then the slack is on the wrong side of the belt. When the gear moves its just taking out the slack so the guide never leaves home position, thus the error code. What you want is the slack to be on the other side so when that gear starts to move so does the guide. To be perfectly honest, I used to just grab the gear and pull on the other end until i feel it slip about 2 teeth.
