1 copy/print can be produced, though blank. If trying 2 or more E065 displayed after 1st blank output.This points to primary fault but corona is on and VDM is within spec.every time. Volume on m/c = 1.5 million. Relace black dev. to cure. FG6 8730 000

Time to call a tech...
It may just be charge leaking involving the Primary Corona unit or as stated the developing unit may need to be refurbished or replaced.Comment

Primary corona FG6-7313-040.
Simple fix. But i would have a tech check it out.
There other things that can cause E065, HVT PCB could be shot.
Also if your drum is old.Comment
