How could a Drum just go bad?

I posted about the banding problem

I do have pics but dont know how to post the jpeg
I did try to attach file but no luck so far.

aproxx 3" wide across the page
    one day its perfect.
    we turn the C1 off
    power down sleep mode.
next week turn it on and this
Rough band where the color should be is there

Now the black & white copy is great of the same image
what could trash a drum from just sitting turned off?
    nothing changed over the weekend

Its like the drum got left out overexposed on that area and only color.
    never showed any image problems.
    then this shows up

Again the only error was the E0000061-00015 a few times.
this ones really got me guessing
WTF happened from just sitting turned off from sleep mode ?
    help..............

      It's an Imagepress C1.
      we turn the C1 off
Is the glass half full or half empty? I say neither. The glass is obviously full, full of potential. The potential to hold more water or the potential to quench a thirst. Life is all about how you see it.

If the B/W copies are fine the drum is not the problem. The IPR C1 only has one drum.

I agree, there would be a BIG image problem in the same area as the color band
Drum has only 60K and clean.

The Error table shows E000061-000015 potential control a few times.
The color Image prints good where the band is not
Its as if the laser image cuts out right at the same spot for that band as the drum rotates.

            But restarted and worked fine.

E061-0015 can be displayed when the laser power adjustment is not completed
              1) Turn the main power OFF/ON.
              2) Execute the service mode (drum reset: FUNCTION > DCP > DRM-RESET).
              3) In case the error occurs although turning the main power OFF/ON once again, execute the step 1 and 2 up to 5 times.

Found out its one of the DEV units.
The Dispersant powder (restart kit) for the M was almost empty with less that 6K copies
What would make that toner DEV empty so fast
the Y is also 1/4 left
                the C is full
                and the K is full

                NO leaks

last place I would have looked
just did a refresh of all DEV and new OEM toners Carts

Should get at least 16K from the carts AVG.
and 60K from the DEV units
