First thing check the developer, make sure the toner level is ok.
Second, there are two sensors for toner detection, one on the developer and one on the sub hopper. Either sensor can be bad.
Third, wire connectors, check the pins and last but least check the DC controller.
Also you should be using genuine canon toner.

Hai,

Just ensure that the developper unit contains proper amound of toner , there is a chance that the unit contains excess toner. Check the developping cylinder rotates freely....................
