      First thing check the developer, make sure the toner level is ok.
      Second, there are two sensors for toner detection, one on the developer and one on the sub hopper. Either sensor can be bad.
      Third, wire connectors, check the pins and last but least check the DC controller.
      Also you should be using genuine canon toner.

                  COPIER > I/O > DC-CON> check the setting for the bit1 of [P021]. If the setting is "1", check & re-attach the toner sensor.

                  toner level sensor may have an open-circuit
