XP comes with picture viewer for JPEG. Paint should do the same.
Accidents don't just happen. They must be carelessly planned.

There are lots out there but the one I recommend the most and use myself is irfanview. I find it very easy to use and perfect for editing (resizing/cropping) images to post on the web or e-mail. You can download it here:

IrfanView - Official Homepage - one of the most popular viewers worldwide

Other popular ones are paperport or e-copy. You will have to google them along with the word "free" to find them though. E-copy desktop CD's are usually easy to find since Canon includes it with some of their scanning products.

The best free program I have found was on a setup disk that came with a Brother mfp. Is is Scansoft Paperport 11 SE. With it you can save the scan as a PDF, Word, Powerpoint, Excel, send to ftp, send to email, and zip it. Very easy to use.

                try XnView
Great all round twain scan software. its free but there's a downfall to the software. When scanning to PDF, files can get pretty huge. But just use a pdf coversion software are the size will be small again.
