Yes, you could probably get away with just reinstalling the RUI with SST
Notatechie - "I am trying, but I don't know how to go into Service Mode. If I just go in and press *then 2, than 8, then * it does not do anything."
    SCREWTAPE - "Try harder.."

That would be the next wise option. But reload everything not just RUI.

Do u know how to use the SST TOOL ???
U need SST and 3100CN Firmware

The correct version of RUI firmware must be flashed onto the copier. A specific version of the RUI firmware is required for each individual version of system software (MN-CONT Firmware) for each specific copier model. The correct version of the RUI firmware to be used with your current version of MN-CONT software can be found on that system software version's System Software CD.
          To correct this problem:
          1. Flash the copier with the correct version of RUI firmware.
          2. Be sure to enable HTTP and RUI on the copier.
          3. Be sure to enable "Dedicated Port" on the copier.
NOTE: For MEAP Enabled Devices, please make sure that the proper MEAP version in Service Mode/Copier/Display/Version is also installed. If everything fails, perform a Clear MMI. Also note that on MEAP enabled devices, USE HTTP under TCP/IP Settings and USE HTTP under MEAP Settings must be ON.

Before you try all of that try clearing your temporary internet files and such. I have seen on a few occasions when replacing machines the temp files must be cleared before i can connect to the RUI on the new machine.

That's more for when the page is not displayed.
In this case its connecting but RUI can't be found.
              But he can try.

I have seen that exact error a few times where i have replaced an old machine and put the same IP address on a new machine and then try to access the RUI on the new machine. It will connect but errors when pulling the temp files from IE.

Cheers guys! Re-installed the RUI firmware and system firmware and whilst I was at it, I added Italian language (for the office).
Service support tools was very easy to use and had no problems at all connecting via cross-over cable!
Now I'm getting full functionality from my printer so I'm delighted as are my team (who couldn't work with the english inteface )
Many thanks to teckcat and everyone who contributed!

                              Check items below
                              4. Turn OFF the main power switch, and check & connect the DDI cable.

                              Service mode > COPIER > Option > BODY > W/SCNR: from '0' to '1'.
                              - Service mode > COPIER > Option > BODY > SCANTYPE: from '1' to '0'
SCANTYPE setting depends on Reader model
