I usually see this on my computer, not on the copier. Turn off DHCP on your computer if you are using a crossover cable.
    1. Right click on My Network Places-> Properties
    2. Right click on Local Area Connection-> Properties.
    3. Scroll down until you see Internet protocol (TCP/IP), then click Properties
    4. Click the radio button for Use the following IP Address, and enter a similar IP to your copier ...17.16.1.11, or 192.168.40.10
    5. Enter the subnet, make sure this matches the copiers subnet...255.255.255.0 should be fine for both.
    6. You can leave the gateway blank and hit OK.

Are you sure it isn't Check the network connection?. BTW, the fixed IP is 172.16.1.100, not 17.16.1.10.
After making the changes are you turning off/on at the main switch, not the one on the control panel but the one on the right side toward the rear?
What are you trying to accomplish with a crossover cable anyway?

Unplug the power to the modem and router. Turn off all your PCs. Plug in the modem and wait about 5 minutes then plug in the router and wait about two minutes. Make sure not to mix up those power cables or you risk damaging the device! Now turn on your PCs and try to browse the internet.

If the Vista PC still won't connect go to your device manager and right click on your ethernet adapter then left click on properties. On the advanced tab change the SPEED and DUPLEX to 100mbs full duplex. Try to browse.

If it still won't go try to right click on the adapter, disable it then right click again and enable it.

        or Try>>>>>below
        1. If your computer connects to the network through a broadband router , resetting (powering off and on) the router may resolve the issue. If not using a broadband router, or if resetting your router only temporarily resolves the issue and the error message re-appears later, continue to the following steps.
        2. If connecting to your network using Wi-Fi and using wireless security, your WEP or other security key may not be set properly. Check the wireless security configuration on your computer's network adapter and update if it necessary.
        3. If connecting to your network using an Ethernet cable, your cable may have failed. Temporarily replace your network cable with a new one to determine whether this resolves the issue.
        4. If using a broadband router and DHCP on your network, check your computer's IP address to verify it is valid and not a private address that starts with 169.254. An invalid address of the form 169.254.x.x signifies your computer's inability to obtain a usable IP address from your router.

To resolve DHCP configuration problems, proceed to the following steps.
        5. Reboot your computer, router (if present) and broadband modem together, then re-test your connection.
        6. If your connection remains non-functional, run the Windows Network Repair utility on your computer.
        7. If your connection remains non-functional, update your router settings to change from dynamic to static IP address configuration, and set an IP address on the computer appropriately.
        8. If your connection remains non-functional, unplug your router and connect the computer directly to your broadband modem. If this configuration is functional, contact the manufacturer of your router for additional support.
        9. If your computer is connecting to your network directly through a broadband modem, or if your Internet access remains non-functional after following the instructions above, contact your Internet provider for support.

The limited connectivity is on your computer right? Can you ping or access the RUi on the copier? If you can ping I wouldn't worry about the limited connectivity message.

You might have to lock in the LAN speed on the copier. Go additional functions-> system settings-> network settings. I can't remember if it the last page there, or go into TCP/IP and its the last page there. Look for Ethernet driver settings, set it to 100 half duplex to be safe. It probably can't auto negotiate the speed with the crossover cable.

One more thing, are you recycling the printer port from the bizhub? I'd recommend deleting the port and adding it again, since the port type might be associated with the bizhub. Unless it just used a generic type like this:

Thank you sir D_L_P for the another solution i follow your instruction

first i print the (user's data list (network)) to see the configuration of the machine.

            Ethernet driver settings
            Auto detect.......................off
            communication mode.........half dubplex
Ethernet type.....................100 base-tx before it was on 10 base
            mac address.....................00008507F0DB

turn off/on the machine then the limitted connection still appering then wait for just a minute then the limitted connection disappeared and try to ping then the machine reply it works!

THANK YOU very much sir D_L_P for the support and additional information....and help.

thank you, thank you, thank you,
            very much!!

good luck, you should be able to set it at 100mbs full duplex, with no issue in future
