    replace the 3200 ITB Belt, it is stretched / residual image is not cleaned off until it passes under plate toward cleaning blade- stretched belt hits plate.

    some techs completely remove both plates on 3200, with no issues

        Make sure when you wipe the plates that you do not use a yellow waxed wipe. If so clean with isopropyl alcohol and change the belt as stated.

            Last point if there really is anything to add is if only of your drums is dropping excessive toner causing the build-up.
