Paper moisture does not effect all sheets the same way
u have scattered quality issues on your posted image/

I agree with Teckat, looks like moist Paper. But it could also be a Transfer/Sep Corona issue.
First at all, make sure, that the wires are not worn out, if in doubt, restring.
Second: Lower the two Sep-Wires by turning the screws at the backside 1 turn clockwise and raise the Transfer Wire by turning the screws 1 turn counterclockwise. In some cases this did the trick for me.
If sometimes you feel a little useless, offended and depressed always remember that you were once the fastest and most victorious sperm of hundreds of millions!
The way I check for a moist paper problem is run 20 copies. Then put the paper back in the machine and run another 20 copies on the other side. If the copies look OK then, you have moist paper.
Could also be bad spots on the drum which polish won't help eliminate.
I had a similar problem many years ago with an airborne chemical that kept doing about the same thing to a small Canon machine. (The customer's neighbor made custom golf clubs and it was some sort of chemical used in the process.)
