iR3045 error e-020 Toner problem

This problem, I found the developer unit to be completely out of toner. E-020 code occurs.
Replaced the toner hopper assy, didn't help. There is a toner bottle drive unit (white box) I put one
in pulled from a iR3570 looked similar still not turning the toner bottle..Any suggestions

Replace the Controller Power Supply PCB.
This PCB provides 3.3v, 5v, 13v and 24v to the DC Controller.
The part number is FM2-2764-010PS.JPG

I just put a toner hopper into a 3035 2 weeks ago.

The bottle would not turn by itself. With all the covers off I moved the bottle assembly front to rear while I could hear the motor trying to drive the bottle, and it would engage sometimes, and not other times. I replaced the entire hopper assembly, ( I was too ill to want to figure this one out, I just wanted it fixed), and the new unit worked as is it was supposed to without my intervention...
