cannot detect toner

error:
prepare new toner cartridges with the following colors and open the front cover
(black) (yellow) (magenta) (cyan)

using new toner cartridges which are working fine on other machines
so far i have tried to change the ff to no avail:
dc controller
relay pcb
power distribution board

any solutions/suggestions?

check the dc fuse pcb for a blown fuseuring set-up and installation of the machine, the message "Install the Toner Cartridges" would be displayed on the control panel even though all four cartridges were installed. Discovered fuse FU21 on the DC Fuse pcb was open. We installed another Fuse pcb and the problem returned because the fuse "blew" again.

Solution :
Discovered the power supply in the cassette feeding unit X1 was blowing the fuse on the fuse pcb. Replacing the fuse on the fuse pcb and the power supply (pictured on page Z91 of the part catalog; part number FG3-2443-000) in the cassette feeding unit corrected the problem.
