    Can you post a sample?

Copy only, print only, or both?

Silly question but when you said swap out the parts were these with new or a donor machine? Also the drums can be cleaned with Cerium Oxide powder (CK-0429) and IPA alcohol.

An outside possibility could be the DC controller but as you are getting some form of image it is more likely to be one of the items already mentioned.

The parts were from a donor machine, with good print quality

Would it be possible to post a P-Print from the machine, this will allow us to see what reading (if any) are out of whack. The fact the donor machine had good quality means it is unlikely to be as you say one of the components mentioned.

The only other thing I can think of at this time is the drum pre-conditioning lamp that prepares the surface of the drum. If this isn't working properly the image doesn't form as expected due to their being a residual charge on the drum but this usually presents itself as a ghosted image.
