check the occurrence, if the black spots have pitch = 4cm, the problem mostly come from developing cylinder (clean dev cylinder), if the pitch around 9.5cm check drum.

As Arielcanon mentioned above u shuld check the lenght betwen dots and thus determine what is leaving them in proces,it can allso be Fuser roler.
One of the ways is that u let it pring several papers and then open the doors during the proces, when machine stops it will show u after what roller does dots apear...
Gears, springs, clutches, sliders, connectors and electronics...who on earth can tell what's wrong with it?

Check the Heat Stank which located above the upper of the heater ,in this machines always make this problem when it full in toner

              Hello,

We also had this issue on different machines on the IR25xx series. It's not a toner issue. In our case, we replaced the developing assembly and used the same hopper and bottle toner and the issue is solved. I couldn't explain this phenomenen. From my point of view, replacing the dev cylinder may be enough.

It culd be greese stain...we practise to inspect developing asembly, meaning we take it out-vacume the sleave(as we see it on assembly)-inspect for greese stains and any iregularity-clean it with alcohol even if it has nothing on-roll it against the cleaner blade-vacum-inspect-clean...and so on untill we are shure it's clean.
Make shure that cleaning blade doesn't have hardened toner on it,leaving lines on sleave as it rolls...if it does, take it off and clean it with nitro.
Canon may not use developer (dust),but that doesn't mean that it's developing assembly has no faults, needed to inspect ewery now and then, filth gets over time on to roller sleave and alow less toner to be applyed during the proces, clean with alcohol and "dark will be even darker".
