[Jamming] Canon IR C3170U Jamming Only From Top Tray

Good morning, I have a Canon C3170U which jams only from the top tray. It stops right before the registration actuator. Doesn't even touch it. Its like 2 mm from it. The bottom tray works just fine no jams what so ever. I checked all sensors and all are working. I also swapped out the rollers from the bottom tray still same problem jams at the same spot all the time. Any input would be great.
