I agree with you in that the next step is to completely vacuum out the developer unit, it usually solves these sorts of problems on mono-component copiers. Make sure you remove everything on the doctor blade(?) as well.

      Very Light >>>
is this on Copies & Prints

Perform a panic stop and check the image on the drum > is it light.

Did u check the Laser Dust Proof Glass

      CHECK DRUM SURFACE POTENTIALS

The measured and target values (VL1M and VL1T) (VDM and VDT) in DPOT, SERVICE MODE>COPIER>DPOT, should be relatively close in value. When the measured value of VDM (VOLTAGE DRUM/DARK) is close to the value of VL1M (VOLTAGE LIGHT) the SCANNER LASER AND BLANK LAMPS should be investigated because the primary voltage is not being dissipated by light.
Check visually to make sure that blanking lamps are coming on. Replace LED ARRAY Unit if needed. = FH7-3395-020
Check the the laser shutter. When the shutter is not open fully, the VL1 value will rise. Bent actuator may be the cause.
Replace the Laser Unit. The part number for the Laser Scanner Assembly is FM2-5449-010.

      CHECK DEVELOPER
If copies and prints are light, check the coating of Toner on the Developer.

PRINTS ARE LIGHT and COPIES ARE FINE
Print jobs are light and copies are fine. The problem was corrected in level 2 Service Mode > Copier > Option > User > PR-D-Se > from 4 (default) to 6.

Overall the copies are light. &
Turning On/Off Potential Control has no effect. did u try this

Set a copy run of 25~50 copies. Once started, go into service mode Copier>Display>DPOT and see what VLT is reading (normally around 65~70 volts).
Next check VLM and what that reading is (this should be close to VLT). In cases where VLM is much higher than VLT ( such as VLM= 200) the Laser Scanner power is to weak, and could not bring the voltage down to correct target.

If Adjusting Laser Power in Service Mode does not correct problem and replace the Laser Scanner Assembly-

before replacing the complete laser assy, i would suggest to clean laser mirrors and polygon mirror thoroughly
