Haven't seen that code much on the IRC3100 series. Does it happen mostly at power up? Try the following:

Error Code E351-0000

Error : The imageRUNNER is displaying an intermittent error code of E351-0000. This is most often experienced when powering up the imageRUNNER.Workaround : Reseat the Scanner Board PCB Assembly. If reseating the board does not affect a change in symptom, replace the Scanner Board PCB.The part number for the Scanner Board PCB Assembly is FM2-0209-000. scanner board assy 3100c.jpg
