You get them on a cd when you buy the printheads. Other than that you need extranet access with canon themselve in order to download the firmware. However there's always a nice laddy somewhere on here that'll toss you a copy.
Edit: Just checked and I don't have access to the ipf firmware, just service info :-(

believe u need LPTool v1.80 for Win8 support
Believe u can downgrade using the L Printer Service Tool
1) Install L Printer Service Tool on the PC.
2) Identify the firmware version and copy the firmware to a specified folder on the tooling PC.
(Default destination directory: C: \Program Files\L Printer Service Tool\Data
3) Start the printer in Download Mode.
4) Launch L Printer Service Tool.
5) Connect to the printer, choose the firmware you want to downgrade from L Printer Service Tool and click Transfer Firmware to start a transfer.
6) When the transfer completes, switch off the printer to restart it.
Upgrading (downgrading) firmware
■Download firmware
Starts a firmware download.
■Firmware specifications
-Optional directory specification (default)
Firmware that can be updated is selected automatically. (The firmware can only be updated.)
-Optional file specification The optional file (firmware) specification allows the firmware to be upgraded and downgraded.
■Forced download mode Do not use Forced Download Mode in usual operations. If Forced Download Mode is run by mistake, the main unit may become unable to start because the firmware file check, model check, and printer status check are disabled. In this case, the main controller would need a replacement.

u may need to try this downgrade method first>>>>>>>>>>>>>>

How to Downgrade IPF Firmware----
Get the Canon firmware JDL file from within the data folder of the firmware update tool, you can do the back date. I prefer to use a 3rd party tool, the standard Canon tool will not allow a back date. The Kodak File Print Utility (EFPU) is perfect for it. EFPU310.EXE (LINK BELOW) http://www.wideformat.kodak.com/support/Tech-Support-Resources/ENCAD-Tech-Support-Utilities/index.asp
Install the tool, make a new master folder and call it firmware, then add the firmware file to the new folder.
Change the option for 'files of type' from 'RTL' files over to 'all' files when browsing for your firmware jdl, otherwise the program will not see them. The software allows you to send the data via a print button, it sends to all ports that are available in windows print manager.Make sure you have a printer driver for the Canon installed to the correct port.
