When you first turn them on from thte factory they ask you the time zone and date as well as country code if there's a fax. Are you sure that's not what they're getting. If you could get a screenshot of the display for us that would help tremendously.

These are low cost machines. they are commercialized by canon Europe (for the European market) and CME (Canon Middle East) in Middle east and Africa. For your issue, you can try a "Clear All" and reinstall the machine from the beginning.
Ask your boss to have you trained how to install a brand new machine.
A brand new machine will ask your Country , Time zone and Date, just like you buy a new Smartfone.
I make it a point to clear all/mmi/initialize all data and then upgrade to latest sys software before it even leaves the shop. I believe that should be part of the install procedure. I lost count of the amount of times I had to flash/nuke a system within 2 weeks of install.
