Epson Stylus Pro 10600 . Please advise.

Customer said Epson 10600 does not cut a much of the time. He sent an email to today describing problem he is having. Here is contents of email:

    dear Frank,
I bought the machine in 2005 and this is the first time I am having problems with it. Of late it takes about 25 minutes to warm up instead of the usual 5 minutes.
When I finally get it to print, within 1 minute into the printing it will make stomping noise and stop printing with all the light flashing and read "paper jam".
And when I finally get it to print, the attached copy is the result and will not cut.

Check attachment and please advise. Does this sound like it is probably cutter problem and blade needs changing or can blade be rejuvenated? Frank /ActionPhotocopy

Though the procedure for changing the blade is in the manual, which i have, the problem described by me is not something mentioned in the SM. Thanks anyway, Paul. Frank

Problem is not really blade problem as there is not activation of cutter. Also very long(25-30 minutes) wait even if door is opened and closed. Several times during warmup printhead would come out from home position
and shift from position to position . Any assistance is very much appreciated. Frank
