Develop 454e HDD format wont accept firmware

I have one of the Techs who performed a HDD physical format and then tried to update firmware but gets "external memory" error, it also does this for the movie data.
Machine boots up normal but gives animation data error, any ideas?

Sounds like there is something wrong with the thumbdrive. Either the firmware is written improperly, or the thumbdrive is not compatible.

Tried 2 usb sticks and double checked that I copied the firmware properly.

How about trying to import custom loading screen from USB? That way you may check if it will accept the stick.
