bizhub 421 not booting ( only barhanging on display )

Hi Friends:

i have this machine its n0t showing any thing on lcd panel . only the bar galss hanging .
haw can make update the firmware ?? i cannot open service mode

The CF card data issues.

1\Remove the CF card connected to PC, Clear all files.

2\Unzip 10.0 base firmware to CF card, Installed on the B421.

3\At service mode press "stop 0 C",Enter the administrator password.

4\Then update the latest firmware.

NO FORMAT CF CARD!!!

machine not hanging on hourglass ? but its stay around 20 secound and turn off and on again?
i copy fiels from another working CF card . to the old one ? but same broblem

other things ??
there are two small switch on the board near the CF card ?? is there any function for that ??
