film on lower fixing roller biz hub 751

Bizhub 751 lower fixing roller builds up toner film. Both upper and lower rollers have been recently been replaced. Sometimes it happens quickly and sometimes not. It's easily removed from the roller and the paper it falls on, but consumes time. I'm not very familiar with these machines so would appreciate help on this.

Are you replacing the fuser web, as well? Are you sure the fuser web is turning?

Is the green handle up for the fuser pressure?
The handle wears and the door can close with it down.

Also, check the gears for the web. A tooth might be broken.
