Try to do install procedure for machine like it is new out of the box.
What happened before this problem or you buy machines with this problem or some other scenario?

Try adjusting the <background voltage> margin under <image process adjustment> to a positive value for magenta incrementally till the "fog" is gone.
The drum is not keeping charge like in the old days and the IU M probably needs to be changed out.

We imported used machines, we got 3 unit with above issue.
