I would look through the government web site for a clue to that question.
I seem to recall reporting something to one a number of years ago.
I can't remember the name of the department, but I would start there.
Of course there may not be anything that can be done as this country is still
in the trade talks with China.

Two months ago I made a purchase.
I bought a copier motherboard at Taobao site.
They sent me a board that I can't use.
Asked for an immediate exchange.
Immediately returned the goods received.
They haven't sent my order yet.
They are thieves.
