Konica Minolta c452 getting codes P5 P21 P28. Image is with Yellow Background.

Replaced all 3 imaging units but still same.

The old laser or ribbon cable issue?
Is that background a nice consistent tone?
With or without a border?

Did you try the connectors and ribbon cables?
HV to the yellow IU could be irregular because of a bad connection or even a bad HV board but never changed one.
Would not like to think its the laser but that is an easy thing to test.

Remove and reinstall the HV board or replace it if you wish.
One way to trouble shoot is to swap HV leads between yellow and magenta.
Have done that to trouble shoot on other models but not on a C452.

Most likely it's PH unit. To test, temporarily block yellow PH window. If the background goes away, replace the P/H Unit assembly.
