It is. But without permission to touch. Hidden. Wiped out. Disabled.

I don't know how to use the correct expression in English.
As if there was some function not allowing it to be available to the touch.

So you see it but it's greyed and you can't touch/change it? Or it is missing?
If missing maybe some soft/dip switch is involved.

It's grayed out and I can't change it

In Setting Data, I copied the data from another 951 next to it and it continues the same problems.
