Looks like it could be poor primary and or poor secondary transfer.
Print a single demo page and pull the belt out to see how much residual image is on the transfer belt.
Are you getting normal IDS readings? Any p-codes?
If you are not getting any p-codes it points toward secondary transfer. All image transfer values on default? Check for proper HV contact to the transfer roller.
Print out gradient gradation pages and look for gradation failure.
Under Stabilize do Initialize and stabilize then do gradation adjustment.
Or your machine is set to toner save mode on...
