After replacing the MFP board on a Develop ineo +451/Konica Minolta bizhub c451, I keep getting a blank op's panel. I have replaced with two different MFP boards and same issue. Can anyone help me with this????

Maybe the new board needs to be flashed with the firmware?

If you have forgot to connect the JMB-Board to the new MFP-PWB, you get a blank screen.

Also check the old board for CF cards. Can't remember if this model used them or not but same as the pic above, if you forget to transfer them to the new board then you can't upgrade the firmware.
Please don't ask me for firmware or service manuals as refusal often offends.

What he said. They do not come with firmware.
Color is not 4 times harder... it's 65,000 times harder. They call it "TECH MODE" for a reason. I have manual's and firmware for ya, course... you are going to have to earn it.
