No, that setting is for ACS mode priority BLACK.

it makes no difference what so ever to the customer in contracted copy costs, its simply to extend the life of colour consumables in a mainly black printing environment at the cost of speed when printing in colour starts. Its in the interest of service providers to ensure this setting is used correctly when a machine is under a service agreement.

Uncontracted end users should know better than to buy a colour machine to print only black and white, but that doesn't stop them, wealth and intelligence almost never correlate.
