First of all understand what you have there is a firmware patch. This is meant to a be applied to a working IP-511A that already has Firmware Version 23.0 or higher if this is not your situation then don't do anything or you will brick your IP.

If this is your situation just connect your PC to the parallel port with an ieee compatible cable go into Printer setting mode and run the bat file on your PC, when you get an update successful message turn off machine disconnect cable and restart machine.

Note patching an Ip that is not opperating propperly will rarely repair it, the IP-511A has been arround so long now that it is not likely yours need patching if you need to restore the firmware or reload the firmware or replace the HDD that is a whole different story.
