BizHub 750 - cleaning web not moving

I have a BH750 that the cleaning web on the Fuser is not moving. I've replaced the web because the old one had a hairline crack on the frame and we thought maybe binding was they issue from the crack allowing the frame to flex. After replacement, it still doesn't run. When i run the machine with the doors open, the little U shaped arm never kicks the lever on the cleaning web.
Anyone ever replaced this, or have any insight ?

Does the web advance when you move the actuator by hand? If you click that little U-shaped arm about a thousand times, you should see the new web tightening up and then advancing. I've never had problems with the actuator itself, just with the web assemblies.
