BH500 jamming at registration from LCT and bypass only

I have a BH500 that has started jamming at registration. It appears that the pre-registration roller continues to turn while the registration roller has stopped. This causes the paper to crumple between pre-registration and registration. This only happens from the LCT and bypass, 1st and 2nd trays feed with no problems. Clutches have been changed.
Any help is much appreciated.
No manual needed thanks.

The jam code is 3100 and has to do with fuser exit sensor not showing ON after the reg. clutch.

I finally got back to this POS and discovered that the 2nd tray vertical transport clutch was siezed. I replaced it and all is well.
It is funny that it would not jam feeding letter landscape, but it would jam every time with letter portrait. Oh well, BH500s teach you patience if nothing else.

replace reg/ clutch if same replace main board.
