Bizhub 601 add paper message

I have a bizhub 601 that says add paper in one of the top lct's. THe tray does rise to the top but says empty. The whole feed section has been swapped so it is not the paper present sensor. THe connectors on the tray have been replaced and the printer control board has been replaced.

Any other thoughts?
