[Error Code] Code C-2813

Keep getting error C-2813, even when I change the drums, sensors, also cleaned all sensors, but keep getting the same error code even when I change those parts, code remains. Could it be I need to change cyan developer?

Changing the developer might not hurt but if you changed the drum potential sensor and drum potential sensor board, then PRCB is the next step.
