FS-529 on a Bizhub223 problem

Have one giving a tray has reached capacity message after every copy. Tray goes up, paper comes out, 3finger lever stays out tray goes down and message appears. To clear just touch the lever and it returns and clears message. This does not appear to be a mechanical bind.
Anyone have this problem?

check that the cover below the paper exit isn't broken at the shoulder screw holes and able to sit in the incorrect position, if so - replace.

Checked that and it is not the problem.
Any other ideas?
