I have c220 machine, developer drained to waste box, i clean charge unit but problem is still there

1. look if the DV-box is correct in place
2. check very good if all the HV-contacts are there where they belong

i check another drum unit then it works fine.
i am sure that problem in charging unit.
i clean it but problem is still there.

as the dev units failed, replace the drum unit and developing unit as a pair, otherwise you will keep ruining developing units.

Charge is leaking.
Change Dev Unit as well as Drum Unit. It will solve uour problem.
