65 HC with C-4521 error

Printer only has 37000 total clicks, yes 37K. Will not go through color registration without popping code. Tryed new color registrations sensor assembly and reset to default but no help. Drums and transfer belt look brand new and test prints in test mode look good. Any ideals?
