KM Bizhub pro 1050 prints light on background or solid

Need help please, I have two km bizhub pro 1050 doing the same thing both were printing light they needed pm's, did full pm's drums and developer all replaced. seems to print small text fine but anything large shows light areas in it as if developer is low especially a solid background and the light areas doesn't repeat as if its a mark on something its as if its not putting enough toner on. Changed dipsw 5-2&3 to 1, Changed dipsw 5-2&3 to 1, Changed dipsw 23-2,3,4 to 1 for more toner, dipsw 27-3 to 1 for 1% up.

Any help would be appreciated

The Toner supply seals have been replaced and its clean. Just replaced the Agitator plates last night. And ran 54-09 to refill toner. I add toner manual to the developer just to see printed dark light it should for about 100 sheets then light again.

Is the Toner itself alright? Original or other brand, correct type, source, storage, for how long in the machine?

Toner new regular use, I added toner manual to the developing unit just see and it will print perfectly for until it 50-100 sheet through it. there is toner in the intermediate toner feed. will the toner density sensor board cause this issue - no codes. also noticed there is plenty of toner being recycled back by the cleaning unit. Still looking.
