print individual color pages in maint mode. if the streaks are consistent with each color it's transfer. If streak is only with one color it's dev/drum.

I don't think he is questioning the streaking, I think it is the density. On a test page like this the colours are supposed to go from full density at the top to zero density at the bottom.
I assume your consumables are not over life, Bk especially.
Clean shading calibration strip and optics.
Clean front and rear IDC sensor and check Transfer belt wear and High Voltage points whilst at it.
Do Image Stabilise and Background reset.
Do gradation adjust at least 5 times each mode
When finished gradation hit start before you leave service mode and do a reboot 10 seconds OFF.
If that did not work I would suspect Print Head as your print shows a fair misalingment.

My problem was resolved!
The problem was for my Cyan IU and P-6 code because I started gradation when P-6 code appeared.
I fixed my Cyan IU problem and started gradation again and my problem was resolved.
