That's a strange one, and looks like they need to check their network. Lets assume that physical part of the network and that ancient Win XP are working as intended. Though you can easily check it out by bringing your own Win7/8/10 laptop and your own network cable (crossover or straight, doesn't matter since today's network cards are doing auto negotiation by default), and connecting the printer directly to it and assigning proper fixed ip addresses to both for the sake of testing.

On the printer properties under ports tab, double check if you have the correct ip address as port there, that no other device on network is using. Also check with them if there are any specific network security policies applied.

Had a similar issue ended up removing the printer, uninstalling the driver package and reinstalling. Seemed to work fine after that.
It was like something in the driver package got corrupted.

Have you tried clearing out the print spoolers? Not from the taskbar but the actual services tab.

Delete and reinstall the printer.
