4500i image issue

A 4500i that I service has a good dark image but getting a grey background in the white areas. is the drum an issue or my transfer belt?

You may see background with 1) a bad drum ground or 2) poor developer bias.

Background wouldn't be caused by the transfer belt because it can only transfer what is on the drum. Check both drum/dev contacts.
