FS-1128mfp, won't power up

OK, so I walked in to the office and they had me look at an FS-1128mfp that is DOA. I checked all switches and both fuses on the Power Supply (got good continuity). Measured across the fan connectors and detected only about 20mVDC, while Full power is coming into the PS. so my best bet is the Power Supply, any Ideas?

Had this happen 6 months ago and it was the main board.

I know it sounds crazy but I ordered a powersupply board and kyocera called me and asked what the problem was. They told me it was the main board, so I replaced it and wouldnt you know it.
