2570 very faint from glass

Have a machine that does self prints and copies from the feeder just fine, When coping from the glass the image is very faint almost blank. I have tried the background adjustment with no help. Not sure what to try next.

I have some MFX2850s in the field that do something similar. I can usually print from a PC, MFP console, and copy from the Platen glass and get good quality but copying from the ADF is very light. The only solution I have found is to replace the dev powder and possibly the dev box. How many clicks on the meter since last dev change?
