C9800 After replacing all drums (Gradient issue)

Just replaced all drums on C9800, getting Density issue.

Any suggestions...

BAD DRUMS, but old drums in print the same odd issue.
swapped belts no issue.
Density sensor? Cleaned them...

No Registration issue, so i only swapped the density sensor. No change.

whats next? HVPS? LVPS?

i have a spare 9600 for parts.
