I have a vl5522c that is showing install encryption key or format HDD. I have formatted the HDD it did not help. I replaced the HDD and still had the issue. I did not install the kit for encryption. What is going on?

did you do the logical and physical formats on the hard drive?
have you turned off encryption for the hard drive?
