Oki C9650 No network status

I have an Oki c9650 that has no network status or communication led's lighting. At power up the lights do come on for a second then out. I am getting ready to order the NIC, is there anything else that has been causing this issue?

Set the network speed to a fixed value (100 Mbs Full Duplex, or some other value). Had the same with a brand new ES3640Pro.
