i have aproblem in panasonic fpd 250

hi every one
i have panasonic fpd 250 printed machine
the problem is when when i copy or printed a blank page or paper have blanked area and black area the black area is good but the blancked area have a gray background i replaced drum, corona and developer tank but no result
can any one help me to solve this problem

did you do an F8-09?

replace the rego clutch this should fix it
